White Paper on Myanmar’s Digital Economy Challenges, Opportunities and Recommended Policy Priorities
March 2026 – The European Chamber of Commerce in Myanmar (EuroCham Myanmar) has released a new White Paper on Myanmar’s Digital Economy: Challenges, Opportunities, and Recommended Policy Priorities.
Based on the findings of the January 2026 Digital Economy Challenges and Outlook Survey, the White Paper highlights critical issues facing the sector, including infrastructure degradation, regulatory uncertainty, rising cyber-fraud, and a shortage of skilled digital talent. Despite strong adoption of mobile payments and other digital tools, these challenges are putting digital trade and investment at risk.
The report outlines four key priorities for action:
- Restoring and stabilising internet connectivity
- Establishing transparent regulatory frameworks for digital operations
- Developing a coordinated national cybersecurity response
- Investing in digital talent development and retention
The White Paper reflects the direct experiences of European businesses operating in Myanmar and calls for swift, coordinated, and time-bound action to ensure a resilient digital economy. EuroCham Myanmar stands ready to work with relevant authorities and stakeholders to support these efforts.
